The new republican 'plan'

Help me out please. Is it this simple. The new republican plan is to cut Medicare. The dems plan is to raise taxes on the top 2 percent. Is it this simple? One is for the rich and one is for everyone else?

So one is to equally cut spending that effects all... and the other us to focus on even greater unequal treatment of a select group, chosen subjectively in order to bring in slightly more money while spending increases at an even greater rate

And why does Obama think he needs $50B of stimulus spending to offset the economic drag of increasing taxes?
