You cannot build next to the water and develop private vacation resorts and such there since in most cases the corps owns/controls to the ridge line surrounding the lake.

Most government agencies have people who dislike some aspect of what they do. Look up the BLM in Nevada and you will get an idea of what we have to go through, so I actually do know of what you speak.
