Negger! A dirty word here in the threads. What are good grounds for being a 'negger'? What justifies such a rating? Some people hand them out for seemingly nothing at all, just like petulant children who simply don't like an opinion.

So, what would justify a 'neg' to a rational person? Or would anything? After all, what purpose does such a thing serve if there is no insult or deception involved?
