In Sandy Hook, the shooter could easily been stopped by a guard stationed at the office, or maybe a quick acting staff member from another area of the school

People who are involved are in reality the FIRST responders, and their response determines the ultimate outcome and how big a mess the public servants will have to clean up.

Do I advocate every teacher being armed, hell no, if they have the ability to do so, a bad guy can't know where a safe target might be. Just the knowledge a teacher might be armed is a deterrent and will save lives. By their nature, bad guys are cowardly and lazy, they will go where they think opposition will be minimal.
