The United States military goes through a lot of gear. A unit might deploy with one type of protective gear, and have a new model issued while in theater.

An artillery unit might have their mission changed to one that involves guarding a prison, requiring completely different equipment. In short, anything can happen, and a ton of materiel gets scrapped before it's even broken in.

It's not Ebay though. You gotta wonder about the pop-culture education. Some reporter writes a story about military surplus sales and the pop-educated kids react as if aliens have landed. Bannermans invented military surplus. Francis Bannerman had a surplus store in Manhattan and later purchased an island in the Hudson and sold Spanish American as well as crazy junk from Africa to the Revolutionary war. Yeah, some dumb reporter latches on to a story about US Military surplus and equally stupid pop-culture educated people connect it to Ebay and the beat goes on.
