In the Keys and other D hot-spots Housing that just barely meets code is being built as close to the dunes as the law allows. As survivors of "Super" storm Sandy or similar nearly non-events the builders think they understand weather risk. The people who survive even minimal hurricanes do so by minimizing their risks. By using their life savings to engage in illegal/insane behavior the dunes of FL the Snow birds help make FL a safer place to live not only for long term human residents but also preserves endangered shark species by providing a more dependable food source. How should FL advertise itself to attract fine paying Ds who not only lose their real estate but also lose the right to rebuild when the Hurricane code is revised? These folks are valuable expendable fungible assets. How is the best way to keep these folks coming ?
