It's not just the military that matters, it's culture and money. Aspects of our culture permeates much of the world, our markets and money are still the world markets and currency, American English is the language of diplomacy and business. While not a traditional empire based on military conquest outside of our own country those aspects alone make us the current modern world empire.

About China. China is still far away from the point at which it can maintain its own market. In case the West collapses, China will collapse as well.
Russia is not so much a big economic power, but it is a military super power again. Russia´s economy grew massively in Stalin´s time but did never made a breakthrough until Putin came into power. Russia´s strength is science, the heritage of the Soviet Union. Russia´s GDP per capita is more than twice than China´s.
