That's a major load of bullshit. Read HR 2601, 106th congress. $450 billion of debt was bought back "off budget." You remember "off budget" don't you. It's how Bush funded his war against the guy who had the audacity to try to kill his daddy. Just a coincidence that over 4400 young Americans were killed and over 32,000 seriously wounded.
