The GAO looks at Bush's signing statements

Thank God, we have the unbiased take of Byrd and Conyers. Life is good. We are so lucky to have a free system of politics. I know the 'progressives' will join in the celebration.

"Too often, the Bush administration does what it wants, no matter the law. It says what it wants, no matter the facts," Senate Appropriations Committee Chairman Robert Byrd, D-W.Va., said Monday. Byrd and House Judiciary Committee Chairman John Conyers, D-Mich., requested the report.

In this superfluous commentary is the only place Conyers and Byrd are mentioned. The issue is the GAO report. Who is in charge of the GAO? Is the GAO biased or bipartisan in its analysis? Those should be the questions.
