b) is a baseline cut , the 9 trillion in borrowing set now, will only be cut by the 3.7 ( in ten years) , leaving 5.3 more in debt to come
note- the cap cut and balanceact is the SECOND plan on paper voted upon and passed by the house...the dems have yet to put a single plan in paper on the table, (thats not even accounting for the 2012 budget which is due October 1 btw and the Medicare re-balancing plan due by law from obama is past due also).
