I would hope that Japan would implement the latest scrubber technologies in the new coal plants.

Those effects can be dealt with on a reasonable scale, unlike Chernobyl or Fukushima.

The only reason why the entire world is forced to throw away 90 % of all nuclear fuel rods contaminating the planet is, that they must obey stupid laws to avoid weapon manufacturing. If those stupid laws didn't exist, then spent nuclear fuel cells would be safe too.
