What's the take in the so called small government states about this farm welfare package?

I'm all for tariff's now, they are something I support Trump on. I don't understand the political support for this bailout though. If its just money to pay back folks who supported him I can understand that. If its pro small government folks receiving welfare it seems hypocritical.
