Tomorrow, the House of Representatives will be considering a rule change (H. Res. 78) to allow delegates and non-members of the House—of which four of five are Democrats—to vote in the House of Representatives.

Fresh off a 100-hour agenda that was full of loopholes, fine print, and geared more toward sound bites than sound policy, Democrats are planning to further stack the deck in their favor in the House of Representatives. Tomorrow, House Democrats will change the rules of the House to allow non-members of Congress (serving as delegates from American Samoa, the Virgin Islands, Guam, the District of Columbia and the resident commissioner from Puerto Rico), the right to vote.

If indeed it's unconstitutional, the GOP should take it to court.
 
Small potatoes in light of the Bush administration's grab for power. Besides, being US territories/protectorates, they should have some say in policies which can, and will, affect them.

Why are we surprised? Pelosi and the Dems have broken many promises they made to get elected.

Dems are making it easier for Republicans to regain power in 08 - if they go back to Reagan conservative principals
 
I disagree with the Congressman's position.

Article I Section 5. Each House shall be the judge of the elections, returns and qualifications of its own members, and a majority of each shall constitute a quorum to do business;

This section gives Congress the power to judge the qualifications of it's members

and...

Article IV Section 3. The Congress shall have power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States; and nothing in this Constitution shall be so construed as to prejudice any claims of the United States, or of any particular state.

This section makes Congress "the decider" of all issues concerning the rules and governance of the territories, including their right to send a voting or nonvoting member to Congress.

Its not a power grab to exercise the executive power given in the Constitution. It is, however, a power grab when Congress and the courts try to limit the Presidents power in any method not authorized by the Constitution.

Actually, when I read that, I thought it was just Republican fear mongering... so, I Googled a bit. Here's a summary of the bill:
The following summary is provided by the Congressional Research Service, which is a government entity that serves Congress and is run by the Library of Congress.
1/19/2007--Introduced.
Amends Rule III (The Members, Delegates, and Resident Commissioner of Puerto Rico) of the Rules of the House of Representatives to provide that, in a Committee of the Whole House on the state of the Union, each Delegate and the Resident Commissioner shall possess the same powers and privileges (including voting) as Members of the House.
Amends Rule XVIII (The Committee of the Whole House on the State of the Union) to allow a Delegate or the Resident Commissioner to preside as Chairman of such Committee.
Declares that, whenever a recorded vote on any question has been decided by a margin within which the votes cast by the Delegates and the Resident Commissioner have been decisive, the Committee of the Whole shall rise and the Speaker shall put such question de novo without intervening motion. Requires the Committee to resume its sitting, without intervening motion, upon the announcement of the vote on that question.

If we grant governmental representation to non-state territories, what benefits remain for becoming a state? The original deal to entering the union as a state was taxes in exchange for power.

States gain control over most of their internal affairs. Territories are at the total mercy of the Congress. Plus, state citizens get to vote for Senators and Presidential electors.

I don't know of any promises they have broken.

and to think that the war in Iraq and the skunk stench of George Bush won't keep the republicans in the minority in congress and out of the white house is delusional...but PLEASE.... hold onto that thought!
