Wasn't a lot of such labor simply 'make-work' to punish prisoners, and to work them to death.

Whatever Happened to "Paying Their Debt to Society"?

The reason for lynching thugs was that, even with all-White juries, the judges were bribed by landowners to pass a sentence of years on a chain gang instead of execution. That proves is wasn't "make work."

Chain gangs were meant to punish and degrade prisoners and the practice was abolished because of it. The shackles often led to serious injuries and infections that sometimes led to amputations. Freeing the prisoners from chains greatly increased their productivity and well-being.
