Your insurance company would provide fire and police protection. Now they have these little electronic gizmos that will bill your toll automatically without lifting a finger. IN fact, the even have cameras the will read your license plat and send you a bill in the mail.

However, If you ran things I'm sure the procedures you mentioned would be in place.

I don't know about Canada, but in the US most fire insurance policies have a suppression benefit included in the policy. However, most, if not all States preclude publicly financed services from collecting from private insurance.

I've never heard of Police insurance, but I don't think that talking an insurance underwriter into writing a plan that will never have a claim would be a hard thing to do.

Sure. The developer recouped from the buyers that bought homes in the development. The big cost comes from maintaining the lights, which for the most part is done by tax monies.

That's the point. That's the only way it makes sense to call the services "free". Otherwise, you're paying whatever you're taxed for the services.
