Um, I dont know how to put this to you but presidents generally have allies in Congress who do this kind of thing. Typically it is pre-arranged so Congressman SoandSo has the honor of carrying the president's legislation.
Only in this case the White House is so incompetent and unorganized that they cannot gt it together even to introduce a bill. People wanting Nun's Left Tit Day proclamations can get them introduced into the House. But Obama cannot timely have his own bills filed.
What does that say about his abilities and his staff? Nothing good.
This president is a lame duck even before the election.

No, he can't. That's why he needed to make sure that he had someone who would file it so that his administration wouldn't look even more out of the loop and be even more embarrassed and embarrassing than it already is.

If it was so urgent why didn't Obama at least present a plan that one Democrat congressperson could get on board with? Why did he just send his version of the bill over there to languish? He couldn't even call in one favor? Couldn't persuade even one person on his bill's merits or on their shared version of patriotism or anything?

Obama did not 'personally' forget to file it for consideration in Congress... a staffer did.
