The number of blacks arrested was 2 million.
That 2 million represents the number of blacks in the population that committed crimes.
So you divide 2 million, which is the actual number of blacks committing crime, by the total population to determine what percentage of the population were black and committing crimes.
2,000,000/330,000,000 = .6 percent of the American population participating in crime are black.
So you divide 7 million, which is the actual number of whites committing crime, by the total population to determine what percentage of the population were white and committing crimes.

Nope, the number we are talking about are the population of Americans by race that actually participate in crimes. Everybody else does not count regardless of race.

No, that's wrong. Your argument is that blacks are 13 percent of the US POPULATION. So the numbers are to be compared to the US POPULATION. Less than 1 percent of the US POPULATION that participates in crime is black and 2.5 percent of the US POPULATION that participates in crime are white. But even your numbers show that crime is not very high in the black community.
