Check the source of the flow chart i showed you. Thats straight from the Army Corp of Engineers. The lines that look like train tracks designate what are called fuse plug levees. They are lower than the regular levee along the water, and are desgined to wear away when overtopped to protect the rest of the levee system. Sometimes when the water is rising too fast, they use explosives to "help" the levee wear away quicker.

You know nothing about this area and your little perch in BFE doesn't give you any specialized knowledge about this area. When the laws were written to allow this there were no 'communities' out there to be affected. These areas have become populated since the laws were written and the people there deserve consideration at least as much as Cairo did. I have a sneaking feeling that people are going to go to work to get some of these laws changed.

I remember it ALL too well. I didn't wait... I bailed with plenty of time to spare. And yes, Nagin was useless. But, he'll be going down.. his name is coming up big time in the St. Pierre trial.

He's penitentiary bound.

The area flooded has been a floodway since the 1930's. They flooded it when they had to. The people that moved into the floodway, by law, know the area can be flooded.

They can go ahead and change the law, but they cannot change hydraulics, the floodway was selected years ago as a viable hydraulic pathway for excess water.

I doubt any changes will happen.

When the Corps blew Bird's Point, water dropped at Paducah around a foot by the next morning. My county seat, Smithland, would have flooded -- the water crested just inches below the mile of sandbag wall they built.
