I am sure we have all read the occasional news reports of how some local municipality / govt would moronically shut down a lemonade stand being run by kids because they did not have a business permit ... well Texas is leading the way in protecting 'small business owners .. or small owners of small businesses....

Texas is passing a law legalizing all lemonade stands run by kids, no business licenses required, all city and state taxes waived.
