You're probably correct: The Texas Border Policy is also far too lax on Californians and New Yorkers.

I'm here to illustrate that the "poverty rate" is an insignificant factor when compared to the advantages of living and doing business in Texas listed in the OP.

And where does that say that this phenomena is based strictly on how much money a person makes? There are plenty of people who make a great deal of money, and end up paying no income taxes, based on their personal situation creating a plethora of loopholes and deductions that they can take advantage of. Utilization of loopholes and deductions overwhelmingly favor higher income earners, since lower income earners have less ability and/or opportunity to have expenses that will qualify them for such. Under the tax code for 2012, an individual with no dependents would have to make LESS than $9501 a year in order to have a zero tax liability, without the application of special loop holes or deductions. This is why the tripe about the "bottom" X% not paying taxes continues to be a failed argument.
