This seems to me to be a contract stipulation that basically adheres to "Fair Competition."

The decision is based on fair competition criteria, not whether or not the source is Isreali. The criteria are:

◈ Price

◈ Customer Service​

The issue here is not a matter of free speech, but rather involving a discrimination view based on national origin (Israel), race (Arab v Non-Arab), and other prohibited forms of discrimination.

This could also be seen as economic coercion in support of a political aim and not fair competition.
