Taking out foam in a helmet

Dremelling out the foam would severely damage its structural integrity.

You could probably get away with it, as long as you do it cleanly, but it wouldn't actually protect you much, should you get in an accident.
Seems almost worth it. Lol

I have too many dead friends who might have lived had they been wearing a helmet for me to not wear one.

But it's your call, obviously.
Certain speed and it doesn't matter anyways. Past a certain point, they only protect you from roadrash
 
Best way to cut foam is with a hot wire...but, since you can't do that, I would suggest trying this...shape an old butter knife blade into a curve and perhaps shorten it...wrap the handle with a cloth and wear a thick leather glove...heat the blade with a blowtorch until it slips thru the foam easily. Reshape as needed.

Never tried this, but it's worth a shot.

Even a metal coathanger might work, heated with a torch, or even the stovetop...if you could hold and maneuver it safely and accurately.
