That's what the intel community told the administration.

And in fact..for the most part..it was the truth. Benghazi wasn't the only embassy hit.

Petraeus has admitted to not wanting Al Qaeda to know they were "on the trail".

The information she read was the "unclassified" intelligence at that point. Yes, the CIA and FBI expected that it was a terrorist attack, but that was "classified." It was not something they wanted plastered all over the news shows on Sunday morning.
