The State had access to the petition, the issue was public disclosure.

During the civil rights movement it was common practice to harrass, and even kill, people who signed petitions to end discrimination. Would you want your name and address available to people who were killing people who signed a petition you signed?

Who kept these petitions? What use were they, if they were never turned over to the government?
