So the lower court has to take cost into account, but the SC hasn't said anything else that would impact the D.C. Circuits decision.

I'm just pointing out that it was a decision on the merits to the question presented to the court. From the decision "We must decide whether it was reasonable for EPA to refuse to consider cost when making this finding." - that is the question.

That's what a reversal with remanding means. The lower courts decision is voided and the case returned to them for further action consistent with the ruling.

In this case the EPA will have to reevaluate the rule and include costing as a factor. That doesn't mean the EPA is barred from implementing the rule, it just means they can no longer ignore the cost of implementation. If the EPA still attempts to implement the rule, then the petitioners will take them back to the D.C. circuit and the EPA will have to justify implementation with the inclusion of the cost factor this time.

The lobsters will go where they will, and who likes glaciers anyway? It's more about sea level and extreme weather and climate change that is going to make big changes in who lives where. My understanding is that if we don't slow it down, all this is going to happen faster than we can wrap our heads around how to deal with it. The trillions on windmills may be worth it in the end, although I have no problem with questioning what the government WANTS to spend. They do tend to inflate their wish lists.

This issue is as simple as it is aggravating: CO2 is NOT pollution, and the EPA has no power (right) to regulate it under current statutes. The fact that the Congress allowed the EPA to define CO2 has a "harmful pollutant" will go down as one of the worst cases of legislative negligence in history.

If you are not paying attention, Barry promised to destroy the American coal industry and stop the generation of electricity with coal. He has used this EPA rule change to accomplish his nefarious ends, and WE THE PEOPLE let him get away with it.

Hope and change. Yeah, that's the ticket.
