Instead of a semester abroad, how about a semester where high school kids spend that time in a different region of our great nation? Kids from densely-populated urban districts would spend the time at a small school in rural, small-town America, and the small-town kids would go to big, diverse urban schools to study. Each would live with a home-stay family in their 'foreign' region of the country. Better than a couple of months in Madrid or Montreal?
 
Why?
So the "urban" kids can go fuck up the nice White schools too?
 
People work hard and move to posh areas (sometimes in the suburbs) precisely so that they will not have to have their childrens' education sabotaged by the drug problems, behavior and absentee problems, and substandard teachers and facilities of the "inner city" Why would they voluntarily give up the advantages they have worked to secure?

Maybe if they are Democrats.
