the inference seems to be conclusive that the state courts would have a concurrent jurisdiction in all cases arising under the laws of the union where it is not expressly prohibited

This was written by Hamilton in Federalist paper 82 and it seems to say that state judiciaries will have identical jurisdictions over laws of the union (aka federal laws) as does the supreme court itself.
