I wonder if the gun buy-back authorities check the serial numbers to determine if the guns were stolen and if they return the guns to their rightful owners if they were stolen. Guns of all kinds are legitimate and valuable property and often targeted by thieves but it seems that the authorities are reluctant to return them as they would a vehicle or any other property.
