You maybe know what a "foresight programme" is. If not:

The Turkish state's "foresight program", dubbed Vizyon2023 (2023 = 100th anniversary of Republic)
is accessible from the Turkish Research Council:

It is a shitload of pdf's, to read in days and unfrtunately Turkish.
But i will post selectively some parts.

The above table is the research budget and year table for space research (procurement costs of solutions is not budgeted to Research Council, but the end-user) .
Total research budget = 2,653 Billion $.

Under the table it says, that in 2016 the programm will go into revision and the 2016-2020 costs are only estimated and yet not budgeted for that period.

Turkey has already started investigating the Houston base in the US and the Baikonur base in Kazakhstan, leading to cooperation with both the US and Russia in this project.
Turkey’s plan of action for 2010 within the National Outer Space Program is also ready.
Turkey, aiming to start astronaut education programs in 2010, is also planning to begin the national launch system and low-cost rocket production experiments during the same year. Turkey is expected to send six astronauts into space in the first leg of the project. Plans for 2011 include solar system and planetary investigations; magnetic field research and establishing a space base; by 2013 the project will develop the ability to scan comets. Finally a space shuttle built in Turkey will be launched in 2014.

In the civilian space activities we will cooperate more with Russia rather then USA or EU.
Turkey has now bigger trade-volume with Russia, then USA or UK have with Russia.

The Turkish Research Council has already signed various cooperation agreements with Russia's Space Agency, ROSCOSMOS.

But it gets better: Both Russia and Turkey have agreed to raise trade-volume to 100 Billion $ a year, and dump the Dollar in transactions.
Prime Minister Erdogan declared that Turkey and Russia agreed on a joint target to increase trade volume to 100 billion USD in the next five years. Moreover, Turkey and Russia are preparing to switch to national currencies in mutual payments to avoid reserve currency fluctuations.

Economic dynamics always are front-runners for deeper political cooperation.
So, how will be the increase in bilateral trade to 100 Billion $ a year be achieved?
Through standardization of railways, ferries, customs etc.
At the heart of the project lies the joint to-be-built "Logistics center" in Russian province Krasnodar.

I wonder when the first base on Moon will finally appear. It was announced long ago, but there is still no movement toward that direction.
