The explosive device used in the Manchester terror attack on Monday evening that has so far been responsible for 22 fatalities and dozens of injuries was worryingly sophisticated, according to a U.K.-based security expert.

"The type of weapon is disturbing in some ways because a functioning bomb is actually a fairly sophisticated device to make," Raffaello Pantucci, director of International Security Studies at the Royal United Services Institute (RUSI), told CNBC Tuesday.

"There are easy bombs and there are harder bombs but it does always require a certain level of technical ability which either requires a certain amount of training or some practice or some sort of technical skills. And that's always quite worrying," he added, noting that many aspiring bombmakers try and fail.

I think this same thought applies to the OK city bombing, which I find hard to believe that McVeigh and his one associate pulled off.

Not that it matters to those killed of course but it will be important to see if the bomber and the bomb maker were the same person. As we've seen with other bombings, the makers are being forced to deliver their goods themselves as the Bush/Obama efforts to eradicate Al Queda has left this JV team of terrorist. That isn't to say that they are not lethal but the days of having plotters, go-betweens, captains and soldiers in terms of international terrorism seem to be over by and large. The lone-wolf isn't preferable to the larger structure (this attack will end up killing a few dozen; 9/11 killed nearly 3,000); it's just all that is left for the terrorists.

Good thing they are letting jihadis return from Syria and other hotzones....makes perfect sense
