2. The hurricane that hit Puerto Rico was a Cat 4 hurricane. Florida and Texas did not get hit nearly as hard as Puerto Rico. The electric grid was completely destroyed. Communications on the island were all but destroyed.
3. The federal government has assets that can be useful in a disaster of this magnitude.
Puerto Rico is practically an independent country. E.g. they don't pay taxes to the federal government. .

When you have devastation of this size the federal government should be the first responder. Do you object because Puerto Ricans are not white?
You are comparing apples and oranges. You are lying by misdirection. Both Louisiana and Joplin were local events that surrounding areas were able to immediatly send aid. The whole of Puerto Rico has been devastated. There is no surrounding localities to send them aid. The federal government is all they have for major aid. And that filthy piece of fecal material in the White House doesn't give a damn about their plight. And neither do you.
