One of the keywords in the Arizona 1070 law is that an officer can build suspicion based not solely on race. Now imagine if it said 'solely on race'. That would be racism because any prejudice cop can simply say that they hauled a guy into ICE because he was hispanic. However, the law says not solely so there has to be another reason to have suspicion to think that a person is illegal other than race. The wording prevents prejudice cops from harassing every hispanic on the basis they were hispanic. It forces them to come up with accompanying reasons such as not having an address in this country.
