Social safety vs. personal responsibility

Hi.

this might be a little sophisticated.

Whithout any rating which system might be better, i like to ask the question to which level a state should gives his citizens social safety.

Would a "right of food" or a "right of a place to live", a "right of free studies" or "right of health care" be useful?

On the one hand, it would be a reason to do so because the people could put more power into personal development, when they needn´t to be afraid to fall down anytime. On the other hand, the danger is given to produce a society of lazy and demotivated citizens, which aren´t interested in any personal development anyway.

How much responsibility should a state take from his citizens? How much freedom could been handled by a single man-inside a community?

Opinions on the matter is not really needed...we have plenty of historical examples to form a consensus.

Fact...give someone a dollar for no return expectations and they will thank you, give it to them again and they will expect another, give it to them again - they will demand their "right" for another.

That's it. And that is as it should be. Don't take what is mine and give it to someone else who has not earned it.
