Nope...mandatory training as a bar to the exercise of the Right is a non starter....that is what they do in Europe,and only the wealthy and politically connected get to have guns...

Why is that? If you wish to drive a car on public streets and roads you must first demonstrate your ability to safely do so and you must prove your knowledge of the rules.

Driving a car is not a right; it is a privilege. And while people of all financial groups own cars, the requirements on driving them in public do act as limitations on that privilege. They're intended to.
