I think the people that are suppose to be counted in the census, will probably be advised to just say yes, on citizenship...there is no way for the census bureau to check to see if they are lying or not about citizenship....or they will not answer the census..... either way, it gives you nothing of what you CLAIM is the legit reason for adding the question.....unless your GOAL is to harm people and harm states.....with inaccurate counts of persons living within their States.....

basically, cheating.....
 
The Census Bureau also has a mandate to make certain their person count is as accurate as possible and before making any changes to it, tested in the market place with analysis to determine such....

ok, I'm still researching the 14th and censuses.... just found this....

Section 2 states that representation to Congress must be determined based on the whole population. In other words, both white and African American had to be counted equally. Prior to this, African American populations were undercounted when apportioning representation. This section also stipulated that all males 21 years or older were guaranteed the right to vote.

Were African American slaves, considered citizens, even though they had no rights as citizens? Why were they counted in the censuses as 3/4's of a person, if they had no rights to vote or for anything?
Are you really this stupid? Before the 13th 14th and I believe 15th amendment blacks slaves and x slaves were not citizens and in the early days the South forced the North to allow representation of them at 3/5ths a person to boost their numbers. After the amendments the WERE CITIZENS. Did you not take history in school. With the 14th blacks were citizens and unless denied the vote some how were counted as a full person..

All will be counted if they answer the census. There is NOTHING that precludes the question in fact the 14 mandates it to ensure proper Representation.
