From reading what you posted, it seems it was BP and Halliburton. If you hire someone to do a job and they screw it up and you are informed about the screwup and do nothing about it, you are just as responsible if that screwup results in catastrophe.

Actually, the results showed that BP only reported the results of one of four tests, and it is not clear if they used language that clearly stated the cement was unstable. Not to mention that Halliburton made the stuff in the first place.

Granted. But if you hire someone and they screw up and don't tell you and it results in a catastrophe, you are still responsible. You may have someone to share that responsibility with, but it doesn't let you off the hook. You are responsible for the work your contractors do.

actually that article and the report it is based on said no such thing.

It said that the accident could not have happened without a failure of the cement in the well casing, but it didn't assign primary responsibility, and it also made the same point about the Blowout preventer's failure.

You should read your sources before you post.

Oh, but I did. To wit:

Shares in Halliburton, the oilfield services company, fell sharply on Thursday afternoon, minutes after the release of a report by a presidential commission saying that the company knew the cement mixture it intended to use to seal the BP oil well in the Gulf of Mexico was unstable.

Halliburton shares fell about 15.5 percent shortly after the release of the report, before regaining some ground; near the end of trading, the shares were down 7.8 percent from their Wednesday closing price. Its shares lost $2.74, to $31.68.

Apparently many shareholders of Halliburton agree with my evaluation of the report's findings.

The report clearly states that the Concrete did not cause the actual Blow out.

the mechanics of a well are beyond the scope of most people. The well casing is a concrete barrier that surrounds a steel pipe called the well pipe.

Both the casing and the well pipe have to fail (rupture) fairly dramatically in order for a blowout to become catastrophic.

The blowout preventer valve also has to fail.

Apparently all three of these failed. Halliburton was responsible for the casing, Transocean for the blowout preventer and the drilling itself, BP merely for owning the well and the lease and pressuring the subcontractors to get it done.
 
Ahh we get to a major point of the right. Outsourcing removes resopnsibility from all parties it seems.

But then as has been proven time and time again, that is just a lie/myth.
