The “manual” Wolking mentioned was created by the liberal activist group “Indivisible,” is available online and offers a comprehensive guide to disrupting the Trump agenda — complete with step-by-step instructions on how to discredit any political figure they can dupe into attending a “town hall” they set up—the operative words, in this case, being “set up”:

But despite the fact that Indivisible continued to push their claims about Rubio's “failure to show up,” a post on their own website indicated that they knew well before the scheduled “town hall” that he was not going to be able to attend:

The event, created by Indivisible Miami, is also co-sponsored by the Women’s March of Miami and South Florida Against the Insanity Action Group.
Indivisible Miami offered to co-host an event with Florida U.S. Senator Marco Rubio, who will be unable to attend the event as he is in Europe fulfilling duties as part of the Senate's Foreign Relations Committee.
There was no indication that Florida's senior senator, Bill Nelson, was invited to attend a town hall sponsored by the same group — an “oversight” that didn't go unnoticed:
