The “manual” Wolking mentioned was created by the liberal activist group “Indivisible,” is available online and offers a comprehensive guide to disrupting the Trump agenda — complete with step-by-step instructions on how to discredit any political figure they can dupe into attending a “town hall” they set up—the operative words, in this case, being “set up”:

But despite the fact that Indivisible continued to push their claims about Rubio's “failure to show up,” a post on their own website indicated that they knew well before the scheduled “town hall” that he was not going to be able to attend:

February 19, 2017, 9:00 AM. Fort Lauderdale, FL — Indivisible South Florida will be joining as cosponsor of an upcoming Constituents Town Hall for Sen. Marco Rubio to be held Thursday, February 23, 2017 from 6:00 PM–9:00 PM at the Universalist Unitarian Church, 7701 SW 76th Avenue, Miami, 33143. The event, created by Indivisible Miami, is also co-sponsored by the Women’s March of Miami and South Florida Against the Insanity Action Group.

Indivisible Miami offered to co-host an event with Florida U.S. Senator Marco Rubio, who will be unable to attend the event as he is in Europe fulfilling duties as part of the Senate's Foreign Relations Committee.

There was no indication that Florida's senior senator, Bill Nelson, was invited to attend a town hall sponsored by the same group — an “oversight” that didn't go unnoticed:

Yep, there is a manual online, and grass roots individuals all across the country are making the effort to voluntarily download it. The people protesting are united in their disgust with Trump, and are serious about being as effective as possible. If it scares you less to think of those millions of people as a small group, then go ahead, but just as a heads up, you should be scared.

The protests are locally planned and carried out, very effectively because people are pissed.

I don't care how the people at the town halls got there.
The Righties can not deny the fact....
They got there...

Anyone who gets up and out the door and makes their way to any location is a citizen with a right to speak their mind.
Belittle them all you want but the fact remains there are people out there who do not approve of a Bannon / Trump run country.

Not local. Not constituents. All scripted. And the agitators by their actions deny constituents a chance to speak up at the town halls.

Pathetic. But I really hope the activists keep this shit up. Mid terms are around the corner and joe and mary six packs will be voting Republican in droves.
