Snipers demoralize the enemy, 'death from afar' in addition to many other things... Propaganda is a magnifier of the effect.

If you're interested, check out Carlos Hathcock's well documented effect on the Viet Cong with his rather rudimentary bolt action 30-06. (especially the cat and mouse game he played with their preeminent sniper 'the Black Widow', a female sniper who counted coup on many of our American soldiers.
