Should US Consitutional rights apply to EVERYBODY or just Americans?

Examples:

Should freedom of speech apply to Canadians who have nothing better to do than to comment on American politics? Or should it apply to tax paying Americans only?

Should miranda rights be read to enemy combatants on the field of battle, and arrested accordingly? Or should they be shot on sight as enemies of the United States?

Would EUROPEANS be covered under the US Constitution? And if so, do you think they're aware of it? Or just US Taxpayers?

Hey genius...Our Constitution applies to all while on our soil.
Excluded members of uniformed military during time of hostility(those are referred to the Geneva Conventions)...Hostile enemy combatants which are afforded NO rights.
Enemy combatants are not subject to rights under the Geneva Conventions. Nor are they safe under the rules of war.
Enemy combatants are not afforded the right to fair or speedy trial by a jury of their peers. They are not afforded the right to refrain bearing witness against themselves.
They can however be assured a trial by military tribunal.
Basically an enemy combatant would be better off dead.
