I agree- The law that was passed is not the same ACA. Over 1000 exemptions, allowing business to opt out, were all things Obama did not have the authority to do. The POTUS does not have the power to alter or change laws. Instead of impeachment, the House has the power of the purse to reel in a President who is breaking the law
