Many Americans go to Mexico for medical procedures due to a much lower price, but still excellent quality. Same goes for retirees.

and these people are spending a great deal of money, they are contributing heavily to the Mexican economy

their status will remain secure, it's a whole different set of circumstances

I'll assume it meant "heart surgery", and was meant to connect somehow to the first sentence of the OP... and was a question, not a statement.

He'll do what Mexican citizens near the border have always done: Walk right up to the fence, fall over, start gasping and calling for help. And a BP agent will hear him (hopefully), see he has a problem, and whisk him into the nearest hospital on the U.S. side. Americans being a charitable and giving people, his treatment will be free to him (whether or not required by EMTALA), and Americans will pay for it later through much higher fees for their own medical treatments. When he's well enough to travel, they'll boot him back over the border, along with a hospital bill he'll drop into the nearest trash can.

This has been true since long before Obamacare was imposed on us.

BTW, as a conclusion, the hospital will eventually close when American patients start avoiding it due to its incredibly high fees, and it finds itself with nothing but "free" patients who can't or don't pay. More than sixty such American hospitals in the border area have closed in the last 25 years, mostly for these reasons.

So when the BP agent finds the guy, he has to be driven farther and farther to find medical help. And Americans living in the area, will find their medical bills soaring higher and higher. A trend that shows no signs of slowing.
