A 'punk', IMO, is a low-life who sprays graffiti on the wall, commits small acts of vandalism, mouths off to elders/cops, yet won't 'push it'.

'Thugs' are people who intimidate, assault, attack, 'beat down' someone, who snatches a purse, bullies someone.

Someone who riots, tosses 'fire-bombs', breaks windows, loots stores, overturn cars, throw rocks at cops, burn down their own neighborhood...the only word that fits is straight-up 'CRIMINAL'!
