A friend of a friend is waay into racing games...he has a setup like that complete with a "console" he built where he mounted the pedals/steering etc. and actual car seat etc.

Logitech makes good responsive wheels, just noisey like one of those door knob rope excercises *L*
The Logitech game profiler is good for dialing in various games response and tightening the wheel range.
rfaxtor is a good sim with online addons, just hard to figure out getting the right camera distance besides the defaults.
The wheel works good in NFS series, dirt track racing, 4x4 evolution, carmageddon 2 and somewhat in TestDrive6.
I used to make add on cars and add on tracks for the earlier NFS series.
Certain games no wheel can help.
Like "Driver" is like driving on ice or a bumper car wheel in older race car serie like CMRally5 which doesn't work with the wheels or newer systems.
