Condone - V
1.) To overlook, forgive, or disregard (an offense) without protest or censure.

So your not condoning it, your not forgiving it, not overlooking it, and you regard it as an offense with protest.
Condemn is to express strong disapproval and pronounce judgement against. Just like not condoning it because the opposite of condone is to make a protest and not overlooking or forgiving it.
