Frankly, given the store's name is 'Taboo' I can see the concern.

While it's true, the image in and of itself isn't sexual or suggestive, it is a "young girl." Combine it with the name of the store, and the implication is fairly obvious.

Stretch of first amendment at least. The community should have some say in visual pollution, like billboards and such. This could be considered from that perspective.
Just a little sense, as with guns 'n gays 'n religion 'n ideologies, might have restrained and avoided being restrained.
 
"Alive in Wonderland" rip-off the mural. Or, given the food is an apple, could see it as metaphorical for 'little girls are offering their forbidden fruit' (given the store's name again.)
