Unfortunately, there are no winners in the bill. The big losers will be communities across the country who lose jobs and federal funding. Much federal funding is cost sharing between state and local government and the feds. For 50/50 cost sharing, a one dollar cut by feds, turns into a two dollar cut for the programs if local government can't make up the lost in federal funds. Most people have no idea how federal spending cuts will effect them, but they will learn.
