In genesis we get the explanation of how it never rained until the flood and where the rain came from.

6And God said, Let there be a firmament in the midst of the waters, and let it divide the waters from the waters.

7And God made the firmament, and divided the waters which were under the firmament from the waters which were above the firmament: and it was so.

In verse 6 God separated the waters from the waters He made the firmament and the waters above the it was to form a greenhouse effect and when the flood came he opened up the firmament and the waters were on the earth quick.
