Foreign Ministry documents outline instructions to envoys to thwart international recognition of Palestinian state.

"The goal we have set is to have the maximum number of countries oppose the process of having the UN recognize a Palestinian state," Barak wrote to Israel's ambassadors in his cable, which was sent June 2. "The Palestinian effort must be referred to as a process that erodes the legitimacy of the State of Israel...

"The primary argument is that by pursuing this process in the UN, the Palestinians are trying to achieve their aims in a manner other than negotiations with Israel, and this violates the principle that the only route to resolving the conflict is through bilateral negotiations."

Each envoy was ordered to prepared a focused plan for the country in which he or she serves and present it to the Foreign Ministry by today, June 10.

One is by the "Oslo people." These are a shrinking number of people, usually Fatah, who are centered around Abbas and his illegal government in the West Bank. They believe they have to beg to get a state. They believe that if they surrender and disarm that Israel will throw them a few crumbs. It is clear that Israel is not going to give the Palestinians anything but they are getting all the money and weapons, so hey...

Then there are those who believe that Palestine has been a state since 1922 and it has been occupied by Israel since 1948. They have a very different strategy on how to deal with Israel.
 
BTW, I think it is an Oslo thing to beg the UN for recognition. I oppose that action.
 
Every Palestinian organization should agree to recognize Israel's right to exist to call thier bluff that they would then engage in meaningful negotiations. Israel has painted itself into a corner and canot do anything but keep saying it hasn't. Someday the US will drop them like a hot rock.

The government of Abbas in the West Bank is illegal. Abbas left the government in June of 2007 and his official term in office expired on Jan. 9, 2009. Neither Salam Fayyad nor any of his cabinet have been approved by the parliament as their constitution requires. Just like presidential appointments must have senate approval in the US before they can take office, presidential appointments must have the approval of parliament before they can take office.

Palestine does have a legal government. It was put together in the Mecca agreement of Feb. 2007. The prime minister and his cabinet were appointed by the elected president. They were approved by parliament, sworn in and took office in May of 2007. Their constitution states that this government stays in office until a new government is approved by the parliament. The "unity government" of 2007 is still the legal government of Palestine.
