Rule XI SPECIFICALLY says that an executive session may only be called for testimony if a majority vote that the testimony will defame, degrade or incriminate the witness. Also a committee may only be in closed session if a matter of National security or it is against the law to disclose the information. And while in CLOSED session the committee can IN FACT allow non members in.
