Not everyone has a driver's license. My mother hasn't had one for over 10 years. Therefore, she also doesn't carry auto insurance. There are MANY people who do not drive, due to injury, disease, or just no desire to.

Do you carry your SS card around with you? I don't, and don't know anyone who does. Why would you chance it being lost or stolen?

So how does your mother identify herself when asked to show proof who she is? She has bound to have done it before.
I'll call her and ask. Perhaps her AARP card?

I know that when I opened a new bank account a few months ago, they wanted my driver's license number. I didn't want to give it to them, because I just don't like giving any info. I asked them what they did when people didn't have a DL and she said that those people have a state ID card, so maybe that's what my mom has.

Is Arizona willing to provide no-cost ID cards to all their citizens?

The obvious fallacy of this, is that the likely scenario will be someone pulled over during a traffic stop- so having a license would seem a pretty normal thing to have in your possession.
The Arizona law does not only pertain to people being pulled over.

All he demonstrated is the fact he’s a reactionary partisan hack.

Read his dissent, it’s filled with gaping holes of missing landmark rulings dating back to the first quarter of the 19th Century, rulings that time and again affirm and reaffirm the principle of Federal supremacy, that the states are indeed not ‘sovereign,’ and that Federal law trumps state.

Again: Scaila has become isolated, extreme, and irrelevant.
